How to Check If a Japanese Language School Is Certified

How to check if a Japanese language school is certified: search MEXT’s official 認定日本語教育機関 (nintei Nihongo kyōiku kikan, certified Japanese-language institution) register and confirm the exact campus and 留学 (study) course. The system began on 1 April 2024. An older Ministry of Justice-notified school can still use the transition route for Student-status learners through 31 March 2029.

How to check if a Japanese language school is certified

Use MEXT’s live official institution register, not a school’s badge or an agent’s spreadsheet. Search the Japanese or English school name, then open its detail page and compare the address, certification date, opening status and approved course field. For a student visa, the course should be in 留学 (study). Finally, confirm the school’s own current admissions page.   1. Open the MEXT certified-school register and search the exact school or operator name. Search by prefecture if transliteration differs.
  2. Open the result and match the address and school name to the admissions page. A chain can have campuses with different legal status.
  3. Read the 課程分野 (katei bun'ya, course field): choose a 留学 course for language-school Student status. A 生活 (life) or 就労 (work) course alone does not establish that route.
  4. Check 認定年月日 (nintei nengappi, certification date) and 開設状況 (kaisetsu jōkyō, opening status). A future opening or discontinued course is not an available seat.
  5. Cross-check the school’s own application period, refund policy and course documents. MEXT warns that the register may take time to reflect school updates.

What changed when Japan's school-certification law started in 2024?

The Japanese-language-institution certification law took effect on 1 April 2024, creating a MEXT ministerial certification system for institutions and approved education courses. The Ministry of Justice’s earlier 留学告示 (ryūgaku kokuji, Student-status notice) schools did not all become MEXT-certified automatically. During a transition, a qualifying old-notice school may still accept Student-status language learners; the two lists must be checked separately.

ISA’s old-notice page displayed a 7 August 2026 edition when checked on 3 October 2026. Use its latest edition on the day you apply: a school can be added, renamed or removed. The Study in Japan student guide also explains the overlap, but its 2025–26 edition is a summary; the current MEXT and ISA lists are the operational check.

When does the old MOJ-notified school transition end?

The deadline is 31 March 2029. MEXT’s register says MOJ-notified schools may continue accepting Student-status language learners until March 2029. The government’s FAQ on the certification law (Q104) states that a notified school wishing to keep admitting such learners after the five-year transition must obtain MEXT ministerial certification by the end of fiscal 2028, that is, 31 March 2029. This is the institution route, distinct from a separate teacher-qualification transition with the same date.

For an April 2027 applicant, ask an old-notice school whether its exact course is on the applicable list and whether it plans to seek certification. A two-year course starting in 2027 can run across the transition date; ask the school how it expects to handle enrolment and status support. Do not infer from a future plan to apply that certification has already been granted.

A certified name may cover a different campus or course

Match the MEXT detail to the street address and 留学 course on your offer. A chain’s marketing name or school-group page may not identify the legally certified institution that would enrol you.

Does certification guarantee a COE or visa?

No. Certification addresses the institution and course. The school decides admission; ISA examines the individual Certificate of Eligibility application, and the Japanese mission examines the visa. Save the record you checked

Record the MEXT detail page, school name, address, course and check date with your application documents. Recheck before paying fees or sending originals because recruitment and opening status can change independently of certification.

If a school’s legal status or course route remains unclear after comparing the official lists, consult a licensed 行政書士 (gyōseishoshi, immigration procedures specialist) before filing a Student-status application.

How can I check whether a Japanese language school is MEXT-certified?

Search the official MEXT Japanese Language Education Institution Accreditation Act portal by school name or prefecture. Open the school detail, check its exact name and address, certification date, opening status and whether the course field is 留学 (study). Match those details to the admissions page you are using. A logo or an agency’s list is not a substitute for the register.

Can an MOJ-notified school still accept Student-visa learners in 2027?

Yes, if it remains on ISA’s current notified-school list and the relevant course qualifies. MEXT’s portal says MOJ-notified schools may continue accepting Student-status learners through March 2029 during the transition. That does not make them MEXT-certified; they are using a separate temporary route. Check the latest ISA list and the exact campus/course before applying.

When does the old school-notice transition end?

31 March 2029. The government’s FAQ on the certification law (Q104) says an old notified school that wants to accept Student-status learners from April 2029 must obtain MEXT certification by that date. The separate transition concerning registered Japanese teachers also uses March 2029, but it is a different rule. For a 2027 intake, the old-notice route can still be lawful.

Does MEXT certification mean the school is the best one?

No. It is a legal certification of an institution and its approved Japanese-language education courses, not a quality ranking or a promise of admission, employment or visa approval. Check the course’s level, fees, refund policy, class schedule, location, student support and latest recruitment status yourself. The MEXT register says school details can take time to update, so compare the school’s own current page.

Is an immigration Class I excellent-school notice the same as MEXT certification?

No. A claim such as 適正校 (tekiseikō, appropriate school) Class I concerns immigration administration and is distinct from 文部科学大臣認定 (MEXT ministerial certification). Some websites also mention association accreditation. For Student-status eligibility during the 2024–March 2029 transition, verify MEXT’s certified register or ISA’s current notified list and check the course, rather than relying on a badge with a similar-sounding name.
