How to apply for hoikuen in Japan for April 2027
The formal application normally asks for 教育・保育給付認定 (kyōiku-hoiku kyūfu nintei, recognition of eligibility for education and childcare benefits) and 利用申込 (riyō mōshikomi, a request for a nursery place). The municipality checks the child's age, residence and 保育の必要性 (hoiku no hitsuyōsei, need for childcare), then runs 利用調整 (riyō chōsei, placement allocation) when applications exceed spaces. An application is not a direct booking with a favourite nursery.

Outside Tokyo: Yokohama's Kohoku Ward FY2027 notice, checked 2 October 2026, closes its first round on 28 October 2026. It is a separate city rule, not a Tokyo ward deadline. Shibuya's FY2027 table appears to contain a year typo for its counter route, so the table quotes its unambiguous online cut-off only.
Itabashi closes first
Itabashi's published April 2027 first-round application closes on 23 October 2026. Confirm your own ward's current guide immediately, especially if you must obtain an employer certificate or submit by post.
Documents: request the work certificate now
The core form records the child, guardians, preferred nurseries and the reason care is needed. For employed guardians, municipalities request a 就労証明書 (shūrō shōmeisho, employment certificate) completed by the employer. Shibuya's FY2027 page says evidence of childcare need is ordinarily required from every guardian. It lists separate proof for self-employment, study, illness, job seeking and other reasons. Do not submit an employment form for a guardian whose actual application ground is different.
Shibuya accepts work certificates dated from 15 September 2026 for its FY2027 intake. That date belongs to Shibuya, not every ward. For foreign-national applicants, its current guide also asks for proof of a residence status permitting the relevant work or study, such as a residence-card copy. A recently arrived family without Japanese resident-tax data may need extra income proof; Shibuya specifically lists overseas-income documents in certain cases. Ask your municipality which translations or employer documents it accepts before the cut-off.
Check your ward's online identity requirements before its deadline, especially if your family has only recently registered its address. Use the current municipal form
Download the FY2027 work-certificate and application templates from your destination municipality. A form from last year's guide, another ward, or a generic internet checklist may omit a required declaration. Keep a copy of every submitted document and the online completion or postal tracking record.
How the points system treats a foreign family
Many municipalities use an 指数 (shisū, index or points score) to rank families when places are scarce. Nerima's FY2027 explanation adds a childcare-need index and adjustment index, then compares applicants for each available place. Employment hours, household circumstances and other categories are defined in the local scoring table; there is no universal Tokyo points total or guaranteed score for full-time work. Nerima even offers a simulator but warns its result can differ from the ward's actual assessment.
Do not assume a separate nationality penalty or bonus. Shibuya's foreign-national document rule asks for proof of lawful activity, while its allocation uses its published municipal criteria. What can change the application is missing evidence: an employer certificate, permitted work status, proof of a planned move or income document. A family moving across wards should study how its destination treats residents, incoming residents and applicants without a planned move; Shibuya says people with no plan to move there cannot join its April first round.
Choose nurseries you would actually use. A high points score does not create a vacancy in a particular age class, and putting an impractical nursery first can create a different problem if a place is offered. Compare daily travel time, opening hours and total care costs with the school and childcare cost context before ranking choices.
If the first round says no: keep the paper trail
A result marked 保留 (horyū, pending placement) means the child was not offered one of the requested places in that round. Read the result notice before assuming the application ends. Shibuya's FY2027 timetable has a second-round online deadline of 9 February 2027, and its waiting guidance explains how an application continues within the same year. The exact carry-forward rule and how to change nursery preferences are municipal, so use the instructions attached to your notice.
If you need evidence of no available place for childcare-leave purposes, keep the municipality's formal pending-placement notice and follow the employer and Hello Work requirements. Do not treat an informal email or application screenshot as equivalent. Consider authorised small-scale care, temporary services or other eligible local alternatives while waiting, but confirm their separate application and subsidy rules. A rejection is not the end of the process
Check the second-round date, whether your preferences can be edited and whether your application remains active. Keep the official pending-placement notice if another process requires proof. Rules for later rounds and alternative care differ by municipality.
