Convert Foreign Driving Licence Japan: 2026 Rules

To convert foreign driving licence Japan applicants use 外免切替 (gaimen kirikae, foreign licence conversion) at their prefectural police licence centre. You need a valid foreign licence and proof you spent at least three months in the issuing country after it was issued. Since 1 October 2025, most foreign residents also need a detailed resident record; non-exempt applicants face a 50-question knowledge check with a 45-correct pass mark and a stricter driving check.

Convert foreign driving licence Japan: start with three checks

Check the issuing jurisdiction, issue date and your residence documents before paying for translation or booking a test. The National Police Agency says conversion is an application for partial exemption from the Japanese licence examinations, not an automatic exchange. It is handled by the licence centre for your Japanese address. If you hold only an international driving permit, you do not have the foreign domestic licence needed for this procedure.

First, the original licence must still be valid when you apply. Second, you must prove a cumulative stay of at least three months in its issuing country or region after it was granted. Third, the Japanese address and identity documents must meet the revised 2025 rules. A pass from an exempt country removes the knowledge and skills checks, but not these threshold conditions. The three-month rule starts after issue

Police count time spent in the issuing country after your foreign licence was granted. Time before issue does not qualify. If your passport lacks stamps because of electronic gates, gather official travel or residency records before your appointment; the centre decides what establishes the dates.

What the 1 October 2025 reform changed

The rule change tightened address checks and both examinations. Tokyo Metropolitan Police’s April 2026 update says a foreign resident covered by the Basic Resident Register must submit a 住民票 (jūminhyō, resident-record copy) carrying the specified foreign-resident information. It says the copy should have been issued within six months. Narrow exceptions cover people outside that register, such as diplomats, who use prescribed identity and official address records instead. A visitor’s hotel booking is not the usual proof of residence.

These are the checks for people who are not exempt. Tokyo police’s May 2026 language page lists English and 19 other languages for the knowledge check there; available languages and booking procedures belong to each prefecture, so select your own centre’s current instructions. The official March 2026 public-safety briefing illustrates the effect: for the first three months after the change, October–December 2025, 42.8% passed knowledge and 13.1% passed skills, compared with 92.5% and 30.4% during 2024. These are pass rates per check in different periods, not an individual applicant’s chance of final approval.

Prepare for the new checks, not an old ten-question video

Study the current Japanese road rules, signs, pedestrian priority and railway-crossing procedure. For the skills check, practise observation, signals, lane position and turns on the test vehicle type. A guide advertising a ten-picture-question test predates the October 2025 change.

Which licences skip the tests?

Tokyo police’s page updated 7 September 2026 lists 29 countries or regions whose licences skip both knowledge and skills checks. The list includes the UK, Australia, Canada, New Zealand, much of western Europe, South Korea and Taiwan. For the United States, the full exemption applies only to licences from Ohio, Oregon, Colorado, Virginia, Hawaii, Maryland and Washington. Indiana is listed separately for a skills-only exemption, so a qualifying Indiana applicant still needs the knowledge check.

Do not read a nationality rule into that list. It concerns the licence’s issuing jurisdiction. A British citizen holding a licence issued elsewhere follows the rule for that licence; an American holding a qualifying Australian licence follows Australia’s entry. The list and document requirements can change, so confirm the latest police page for your prefecture on the booking day. Tokyo’s Koto centre accepts only applicants from jurisdictions with both checks waived; other Tokyo applicants use the designated centres at Fuchu or Samezu.

Documents and a workable application order

As of September 2026, Tokyo police lists the valid original licence, an accepted Japanese translation, identity and residence evidence, and proof of the post-issue three-month stay among the key items. National Police Agency guidance says translations must come from an authorised licence issuer, consulate or designated body such as JAF, not a casual self-translation. A previous licence, official driving record or entry-exit history may be needed if the current card does not show the first licensing date or your passport has no stamps.

  1. Check the issue date and assemble proof of at least three months in the issuing country afterward.
  2. Check your prefectural centre’s latest country-specific list and book the applicable appointment.
  3. Obtain an accepted Japanese translation and the detailed resident-record copy if registered in Japan.
  4. Bring every original and requested copy to document screening. Take the aptitude check and, unless exempt, the knowledge and skills checks.
  5. After approval, confirm the Japanese licence class and expiry printed on the new card before driving.

The cost and appointment queue vary by prefecture and licence class. Tokyo’s September 2026 page quotes ¥2,500 to apply for an ordinary-car licence and ¥2,350 for issue, before translation or travel. Those Tokyo fees are not a nationwide quote. Include them in your arrival budget, and allow time for a repeat skills appointment if required. A residence-card renewal can affect your ID documents, so keep the residence-card renewal steps separate from the licence booking.

Do not confuse conversion with an international permit

An international driving permit can allow temporary driving under the NPA’s conditions, generally for the shorter of one year from landing or its own validity. It does not turn into a Japanese licence. The NPA also warns that a registered resident’s return after less than three months abroad does not restart the one-year clock in the usual way. Starting conversion only at the end of that period can leave you unable to drive while waiting for a test place.

Frequently asked questions

Can I convert a foreign driving licence in Japan without taking a test?

Only if your issuing country or region is on the current exemption list. Tokyo police list 29 jurisdictions with both knowledge and skills checks waived, including selected US states rather than the entire US. Indiana is separately exempt from the skills check only. You still need a valid licence, proof of the required stay after issue, an accepted translation and the application documents.

How long must I have lived in the country that issued my licence?

At least three months in total after the licence was issued, according to the National Police Agency. This is time in the issuing country, not three months in Japan and not necessarily one uninterrupted stay. Bring passports and other official records that prove the dates, especially if automated border gates left no stamps. A licence issued just before you emigrated may fail this condition.

Is the foreign licence conversion test still ten questions?

No. Since 1 October 2025, the knowledge check has 50 questions and requires at least 45 correct answers. The old ten-picture-question, seven-correct system is obsolete. The skills check also has added pedestrian-crossing tasks and stricter scoring. Applicants from a fully exempt jurisdiction do not take those two checks, but must still pass document and aptitude screening.

Do I need a jūminhyō to change my licence?

Generally yes if you are a foreign resident covered by Japan’s Basic Resident Register. The 2025 reform requires a resident-record copy containing the specified foreign-resident details; Tokyo police say to use one issued within six months. Diplomatic and other narrowly defined applicants outside that register have different identity and official address-document routes. A hotel address alone is not the normal resident route.

Can an international driving permit replace licence conversion?

No. An international driving permit is a separate, time-limited way to drive if it meets Japanese conditions; it is not a foreign licence for the conversion application. The National Police Agency says an eligible international permit generally runs for the shorter of one year after landing or the permit’s validity, with a special rule for resident re-entry after a short trip.
