MEXT's general category page also lists the Young Leaders' Program, which follows a separate nomination path. The four 2027 numbers above come from their respective 2027 PDFs, not the general table. Each guideline says a regional supplement of ¥2,000 or ¥3,000 may apply and payments may change with the budget. A language-school-only plan instead follows the private school admissions rules.
What is the difference between embassy and university recommendation?
For embassy recommendation, a Japanese diplomatic mission recruits and screens applicants in their nationality country. Study in Japan says the main April 2027 cycle recruited around April–May 2026, but each embassy set its own precise deadline. University recommendation begins with a Japanese institution that has an allocation and its own schedule; you cannot submit a universal application directly to MEXT.
- Choose the category and obtain its exact annual PDF. For an embassy route, find the relevant Japanese mission's application notice and required format.
- Compare your date of birth and qualification to that category's clauses. Eleven years can meet the KOSEN route but is not a general undergraduate shortcut.
- Prepare the annual application form, transcript, recommendation and doctor-completed health certificate as the mission instructs. Do not send the pack directly to MEXT.
- Complete the local document screening, examinations and interview. The embassy's first screening is not a final scholarship award.
- For a university route, confirm that the intended Japanese institution can nominate candidates and follow its current invitation.
A MEXT preparatory course can teach Japanese before the degree or vocational programme begins, but it is part of that award.
